Shri Rohit Kumar Singh is an IAS officer of the 1989 batch, Rajasthan cadre. After graduating in Electrical Engineering from Indian Institute of Technology(IIT), Banaras Hindu University (BHU), he completed Masters in Computer Engineering from Clarkson University, New York, USA before joining the IAS. He also successfully led the initiative of asset recycling of public funded national highways (Toll Operate Transfer Model) that resulted in one of the largest FDI in the highways sector amounting to USD 1.5 billion, one of the first successful asset monetization in India. As Additional Chief Secretary of the Department of Medical, Health & Family Welfare in Rajasthan, during the first wave of Covid-19 in the year 2020, he developed and deployed the Bhilwara Model of “ruthless containment” to successfully manage the Covid upsurge in the rural and urban hot spots across Rajasthan.

As a part of his role he manages the interactions with Governments and Policy Makers on behalf of the Coca-Cola Company for India and South West Asia. Prior to joining Coca-Cola, Rohan was the country head for Helo, a social media platform of ByteDance. Virat currently serves on the India Executive Leadership Board of the US India Strategic Partnership Forum (USISPF), and on FICCI’s National Executive Committee. In 2014, the UN Secretary General, Mr. Ban Ki-moon appointed him to the Multistakeholder Advisory Group of the UN Internet Governance Forum (UNIGF). In the past, he has served as the Vice President of the Commission on ICT of the Paris-based International Chamber of Commerce (ICC), and as the Vice Chairman of the American Chamber of Commerce in India. He is an alumnus of the Delhi University and John F. Kennedy School of Government, Harvard University. Virat has also completed Advance Management Programmes at Kellogg’s School of Management, and Wharton Business School.

Koustuv is responsible for policy strategy and advocacy on matters concerning trade and economic affairs of Tata Steel and the Indian steel industry.

Koustuv represents Tata Steel at various Industry, global multilateral forums and interacts with think tanks, government bodies and industry associations.
